A brief history of JWN efforts to assure infill compatibility
JWN members have for many years consistently sought to have the City implement
effective development standards to assure that residential infill is compatible with the
neighborhood character.
One of the four goals of the Westside Refinement Plan is: "Ensure that new development
is in scale and harmony with existing neighborhood character." The Jefferson/Far West
Refinement Plan promotes block-level planning to help maintain the character of the area
while allowing further development.
Despite these adopted plans, both the Jefferson and Westside neighborhoods have
suffered from incompatible residential infill that has had significant negative impacts on
adjacent property owners and the neighborhood as a whole.

On March 14, 2006, the JWN general membership unanimously (48-0) adopted a motion
to "create effective standards to protect established neighborhoods’ character and stability
from the damaging and/or destabilizing impacts of inappropriate infill."
At the September 12, 2006 JWN general meeting, members unanimously (32-0) passed a
motion recommending the Planning Division assign "top priority" to implementing infill
compatibility standards.
At our October 10, 2006 meeting, the JWN general membership overwhelmingly adopted a
set of principles for the City's Infill Compatibility Standards (ICS) project and directed the
JWN Executive Board to take action to assure these principles are observed in any ICS
program plans, actions or decisions that may affect JWN members.
In Fall 2006, the Eugene Planning Division formally initiated the ICS project in response to
City Council's direction and funding. The project is intended to develop new zoning code
that will include standards to address the negative impacts of incompatible infill.
To implement this project, the Planning Commission chartered the Infill Compatibility
Standards Task Team. Information on this project is available on the City's ICS Web site.
At our April 10, 2007 meeting , the JWN general membership adopted the following motion:

The Jefferson Westside Neighbors (JWN) requests City staff and officials adopt the
following goals statement for the Infill Compatibility Standards project:
"Create and adopt land use code standards and processes that:
(a) Prevent residential infill that would significantly threaten or diminish the stability,
quality, positive character, livability or natural resources of established residential
neighborhoods; and
(b) So long as the goal stated in (a) is met, allow for increased density, a variety of
housing types, affordable housing, and mixed-use development; and
(c) Improve the appearance of buildings and landscapes."

The ICS Task Team unanimously adopted a goals statement consistent with this
recommendation.
The ICS Task Team created a Multi-Dwelling Infill (MDI) Committee to address infill
standards for areas that are subject to multi-dwelling infill. This committee and the ICS
Task Team approved a proposal by JWN representatives to develop a "Heritage
Neighborhood" overlay zone that would provide effective infill standards for the area of the
JWN that was originally zoned for, and historically developed as, single-family, duplex and
"granny cottage" secondary dwellings; and which has been and continues to be threatened
by incompatible multi-unit infill.
At their October 21,2008 meeting, the JWN Executive Board directed the JWN Chair to
implement a process to involve JWN members in developing a proposal for infill
compatibility standards to be presented to the ICS Task Team.
On November 22, 2008, JWN members participated in PlanJam Workshop #1, which
focused on the foundations for infill compatibility standards, including identifying positive
elements of the neighborhood character and negative impacts from incompatible infill.
In December, the JWN Executive Board approved a preliminary draft for infill compatibility
standards. That draft served as a starting point for further work by JWN members at the
PlanJam Workshop #2 held January 24, 2009.
On January 24, 2009, PlanJam Workshop #2 was held to continue work on the preliminary
infill compatibility standards.
After PlanJam Workshop #2, the JWN Executive Board formulated a proposal for JWN
members to consider and vote on at the February 10 General Meeting.
At the February 10, 2009 JWN General Meeting, JWN members approved the proposal by
an overwhelming 73-6 vote.
On February 17, 2009, the ICS Task Team's Multi-Dwelling Committee approved (7-0) the
following motion:
The Infill Compatibility Standards Multi-Dwelling Committee recommends that the
Infill Compatibility Standards (ICS) Task Team approve the following motion at the
ICS Task Team's March 9, 2009 meeting:
"The Infill Compatibility Standards (ICS) Task Team requests City staff and officials
incorporate the attached proposal for a 'Heritage Area – Jefferson and Westside,
R-2' (HA-JWR2) zone in a forthcoming code amendment process."
On March 10, 2009, the ICS Task Team voted 14-0 to support HA-JWR2 proposal.
(Note: The original proposal name -- "HA-JWR2" -- was changed in the formal code to
"S-JW Jefferson Westside Special Area Zone.")
On April 27, 2009 the Planning Commission adopted the following motion:
Implement the committee-recommended proposal, continuing to work with staff,
committee members, and community members to create and refine the necessary
code language.
A "working group" was subsequently convened to refine the proposal. The group
comprised three Planning staff members, a JWN representative, a co-chair of the ICS Task
Team, a Planning Commissioner and member of the City Attorney's Office.
At the July 21, 2009 JWN Executive Board meeting, the board unanimously (7-0) adopted
the following motion:
The JWN Executive Board approves of the draft HA-JWR2 standards dated July 12,
2009. [see attached]
The board further directs the JWN liaison for ICS and OS, Paul Conte, to continue
working with City staff and officials to assist the board in carrying out the following
directive adopted by the JWN General Membership on February 10, 2009:
As provided in the JWN Bylaws, Article III, Section 5, the JWN Executive
Board is authorized to represent the neighborhood association’s position to
City officials and is further authorized to work with City staff and officials to
revise the proposed standards accompanying this motion where necessary
to make the standards more effective in accomplishing their stated purposes
and objectives.
The City Attorney drafted the formal code language from the revised proposal, and the
Planning Commission discussed the code proposal at a second work session on
September 14, 2009 and directed staff to move forward on the public hearing on the
proposed code.
A Planning Commission public hearing was be held on October 20, 2009. Subsequently,
the Planning Commission voted unanimously (5-0) to recommend approval of the S-JW
zone.
City Council held a public hearing in November. On December 14, 2009, the Council voted
unanimously (8-0) to adopt the S-JW special area zone.
