JWN Board votes to oppose upzone application in "Area 15"
of Jefferson neighborhood

On May 30, the JWN Executive Board voted unanimously to a oppose a zone change from
R-1 to R-2/SR for 1418 & 1418A Lawrence Street (application Z 06-22). (Read adopted
motion.)
This lot is in "Area 15" of the Jefferson/Far West Refinement Plan, which was designated
"Low Density Residential" by City Council earlier this year. (Read more about the Area 15
redesignation here.) The current designation does not allow a zone change to R-2/SR;
however, the owner claims her application should not be covered by the current land use
designation because she submitted her application in October, 2006. (The application
submitted in October was deemed "incomplete". The owner submitted additional
application materials on April 24, 2007.)
The JWN Chair and two board members met with the owner on May 21 to discuss the
owner's intent and a possible agreement limiting future land use actions and
development so the character of the area would be maintained. The board offered to pay
for mediation services to facilitate an agreement, and the owner indicated a willingness to
request a later public hearing date to provide more time for discussion.
The board remains willing to discuss an agreement with the owner; however, because
the owner declined to pursue such an agreement, the board adopted a motion to oppose
the zone change.
A public hearing on the application was held June 13.
JWN representatives submitted opposition testimony at the hearing, along with a
statement of opposition signed by 127 residents of Area 15. The West University
Neighbors executive board also testified in opposition to the zone change.
The deadline for further testimony was extended for one week, and JWN representatives
submitted supplemental opposition testimony.
A decision is expected by July 13.
