JWN Tree Program
The JWN Executive Board has created a new JWN Tree Program.
The organization is described below. If you would like to be involved, please send an e-
mail to trees@jwneugene.org .
The board also appointed Stephen Heider (JWN Vice chair) and John Kilne (a founder of
the Eugene Tree Foundation and JWN resident) as the Steering Committee Co-chairs.

JWN Tree Program Purpose
A stable program that improves the number, suitability and health of trees in the JWN, in
collaboration with City of Eugene departments, Eugene Tree Foundation and other
organizations to further the goals.
Goals
The primary focus of this program is on public property (e.g., parking strips); although
activities may also address private property.
- Formalize a Tree Program for JWN that involves the neighborhood with existing
associations that have improving Eugene’s urban forest as their chief aim.
Ultimately, these aims encompass the following:
- Reducing loss of trees in JWN, whether from sidewalk repair, other public
works projects, or disease and damage
- •Planting and establishing new trees – both to replace removed trees and
to plant new ones in suitable, vacant spots
- Looking to increase community participation in improving green space in
both public and private areas of JWN
- To establish a Tree Stewards unit within JWN, that participates in existing citywide
Tree Stewards programs.
- To submit proposals for study and City Code amendments where required, in
order to facilitate the stated goals.
Key activities
- Establishing funds for program support
- In collaboration with the City of Eugene, Neighborwoods, and the Eugene Tree
Foundation:
- Advertising and organizing planting work parties
- Recommending individual planting assistance – e.g., watering, other initial
care, pruning and monitoring, as per successful efforts of these groups
- Coordinating JWN involvement with existing Tree Stewardship programs
- Accumulating an inventory of existing trees in JWN, both from existing sources and
with additional information gained from JWN’s Tree Stewards
- Improving City and private party practices that may damage or remove trees
- In coordination with the City of Eugene Public Works program - initiating a study of
alternative means of addressing potential hazards in the parking strip, to provide
further options for repair of sidewalks and other rights-of-way without
necessitating tree removal
- In response to such a study, if suitable, recommending the JWN Executive Board
to submit suggestions to City Council for amendments to Eugene City Code
- Informing and engaging JWN households and businesses in program activities
- Monitoring and publicizing program activities and accomplishments
Organizational structure
- Established by the Executive Board as a permanent “JWN Tree Program” with a
Steering Committee and one or two Steering Committee Chair(s) appointed by the
Executive Board to serve one-year term(s) of the same period as Executive Board
members (April to April).
- The Steering Committee would establish its own process for decision making,
etc.; however, the JWN Executive Board could adopt rules for Steering Committee.
- The Steering Committee would establish a Memorandum of Understanding with
the Eugene Tree Foundation and Neighborwoods for sake of sharing knowledge
and coordinating planning between groups. This will reduce redundancy and
streamline joint efforts within the neighborhood.
- Funds would be handled as “designated” funds through the JWN Executive Board’
s accounts and established processes.
- Fund raising activities would require Executive Board approval
- Fund expenditures would be determined by the Steering Committee;
however, the JWN Executive Board could adopt rules for expenditures.
- Fund reimbursement would be through the JWN Executive Board’s
established processes.
- The Chair (Co-chairs) would provide a concise written and oral report to the JWN
Executive Board annually in December (coincides with City’s annual report
requirement) and at other times as requested by the board.
